    The Portas Review - An independent review into the future of our high streets

    Jason Thorne from Bristol Futures at Bristol City Council has prepared this briefing as Bristol’s  thoughts on the Portas Review.   The briefing was updated on 16/01/12, it now makes reference to some omissions from the Review - no mention of the evening/night time economy and that people live on high streets.

    The briefing is not a reflection of Bristol City Council policy at this stage. Informal views were sought from officers across Bristol City Council, Destination Bristol, traders’ associations, shopping centre management organisations, Bristol Independents campaign, the Bristol Pound, property agents, the Federation of Small Businesses, Business in the Community and businesses via Twitter.

    The council’s policy on supporting high streets from a planning perspective is established in the Bristol Development Framework Core Strategy. Other retail policy will be shaped in the future Retail Action Plan to be developed by the council in partnership with a range of stakeholders.

    The full Review report can be viewed at www.maryportas.com. The Govt response is expected in spring 2012.

    I am surprised that Clifton Village is not mentioned as a key shopping area. Despite its reputation as exclusive, it does serve the village population with necessary shops eg butchers, bakers, green grocers. It is a mixed community of both shops and residents living over shops and in some ways suffers from its night time economy with waste problems etc. It is also on the tourist route to the Suspension Bridge and the Camera Obscura. Surely this area should be included in your review.

    The night time economy was something one particular market stall holder was very vocal about at the last Christmas German Market in Broadmead. It was quite a successful market but come 5.30 it was 'shutters down quickly and go home' as people - shoppers and afternoon folk at leisure - simply DISAPPEARED. That's always been the feeling in Broadmead - nothing (much) to keep you there if the big shops are shut.

    And if malls are the new 'High Street' then we have more problems there too. Just look at Mall Galleries currently. Lots of empties.
